California law requires that anyone who contracts to do a property improvement project valued at $300 or more must be properly licensed by the Contractor State License Board (CSLB). California licensed contractors are required to meet selective experience qualifications by CSLB, and must post a financial bond to help protect you from loss in the event of contractor default.

Do not hire unlicensed contractors! The Contractor State License Board warns that "Consumers have very little, if any, recourse against unlicensed contractors. Deal only with licensed contractors." Using unlicensed contractors can make the consumer liable for their employee workers comp insurance, payroll taxes, and other expenses, putting the consumer's property at risk if these obligations are not paid.
